Project Manager
A programme-level project management mission driving the dematerialisation of complex permit processes from pre-study to production transfer. You will align business, legal and technical stakeholders around a clearer digital public service.
CONTEXT
Our client, a major player in its sector, is transforming a heavily paper-based public service journey into a digital experience that citizens and businesses can trust. The ambition is to dematerialise urban planning, environmental and unique permits, connecting business rules, legal constraints and technical delivery into one coherent programme. Multiple projects are moving from pre-study to production transfer, and the organisation needs a project manager who can keep stakeholders aligned while turning complex policy requirements into working digital services.
ACTIVITIES
- Coordinate the programme for dematerialisation of urban planning, environmental and unique permits, managing several projects from pre-study through to production transfer.
- Build and maintain project plans, risks, dependencies, budgets, milestones and reporting for business and technical stakeholders.
- Facilitate collaboration between business departments, technical teams, project managers and external partners.
- Apply agile principles where they add value, while keeping governance, transparency and delivery discipline.
- Ensure that functional expectations, legal constraints and operational realities are reflected in project decisions.
- Support change management, documentation and the transition of solutions into stable production ownership.
EXPECTED ACHIEVEMENTS
The project manager will bring clarity to a multi-project programme, helping teams move from scattered initiatives to a shared delivery rhythm. The expected impact is a smoother digital permit journey, better visibility for decision-makers and a production transfer that does not lose the business value built during the project.
ENVIRONMENT
The role operates in a public-service digital transformation setting where policy, legal frameworks and user needs meet. You will use agile and hybrid project methodologies, project monitoring and reporting tools, risk logs and collaboration platforms. Stakeholders include business departments, technical teams, project managers and operational owners, all working in a structured but evolving governance environment.
