Project Manager

Our client, a major player in its sector, is looking for a Project Manager to orchestrate the digital dematerialization of urban planning and environmental permits. You will drive complex technical projects from pre-study to production while aligning business teams and digital experts around a shared vision.

CONTEXT

Our client, a major player in its sector, has launched an ambitious digital transformation program to dematerialize urban planning, environmental, and unique permit processes. For decades, these procedures have relied on paper trails, fragmented databases, and manual handoffs between departments. The organization now wants to create a seamless digital journey for citizens, businesses, and internal agents. The program is not merely a technical upgrade; it is a cultural shift that will reshape how public services are delivered. You will join a multidisciplinary digital team at the heart of this change, coordinating several technical projects from initial pre-study through operational production and transfer. The context is complex, political, and deeply human, requiring a Project Manager who can translate strategic intent into concrete milestones while keeping stakeholders aligned.

ACTIVITIES

  • Lead several technical projects simultaneously, from pre-study and scoping to delivery and handover.
  • Build and maintain detailed project plans, budgets, risk registers, and progress reports.
  • Coordinate internal business teams, digital experts, external vendors, and operational agents.
  • Facilitate workshops to clarify needs, arbitrate priorities, and define acceptance criteria.
  • Ensure that each project aligns with the broader dematerialization roadmap and architectural standards.
  • Manage change management, training, and communication activities for end users.
  • Monitor production transfer, post-go-live support, and continuous improvement.
  • Report to program leadership and contribute to governance committees.

EXPECTED ACHIEVEMENTS

  • Successfully deliver multiple permit dematerialization projects on time, within budget, and with high quality.
  • Reduce processing times and manual errors for urban planning and environmental permits.
  • Create a reusable project management framework for future digital initiatives.
  • Ensure smooth adoption by business teams and citizens through clear communication and training.
  • Strengthen collaboration between business stakeholders and the digital team.
  • Provide transparent reporting and proactive risk management to program sponsors.

ENVIRONMENT

  • Agile and hybrid project management methodologies, including Scrum and stage-gate governance.
  • Tools such as Jira, Confluence, MS Project, and collaborative documentation platforms.
  • A complex ecosystem of business applications, databases, and citizen-facing portals.
  • Close collaboration with business analysts, architects, developers, testers, and change managers.
  • Regulatory and public-sector constraints, including privacy, transparency, and accessibility requirements.
  • A fast-paced, mission-driven environment where digital transformation meets public service.
